I would say it is not just harder, it is in fact at least trite and often meaningless. Understanding a realistic and messy context, resisting the natural desire to cherry pick impossible configurations of the future and understanding the distinct but related scenarios from which the choice must be made are all key. So, simply put, values without real examples are poorly understood and possibly just pointless.
